NOTICE OF THE PROPOSED ESKOM up to 5200 MW NUCLEAR POWER PLANT, THYSPUNT – KOUGA LOCAL MUNICIPALITY IN THE EASTERN CAPE PROVINCE / BANTAMSKLIP – OVERSTRAND LOCAL MUNICIPALITY IN THE WESTERN CAPE PROVINCE
 
Notice is given in terms of Regulation 41(2) of GNR 982 (as amended) published under section 24 and 24D of the National Environmental Management Act (No. 107 of 1998) (NEMA) (as amended) in respect of activities identified in terms of GNR 983, GNR 984 and GNR 985 (as amended)
 
DESCRIPTION AND LOCATION
Eskom Holdings SOC Limited (Eskom) proposes the establishment of a Nuclear Power Plant (NPP) generating up to 5200 MW, with associated infrastructure, at either Thyspunt in the Kouga Local Municipality of the Eastern Cape Province, or, Bantamsklip in the Overstrand Local Municipality of the Western Cape Province, which requires an Environmental Authorisation (EA) application.
 
ENVIRONMENTAL APPLICATION
The proposed project triggers several listed activities contained in the Environmental Impact Assessment (EIA) Regulations Listing Notice 1 (GNR 983), Listing Notice 2 (GNR 984) and Listing Notice 3 (GNR985), as amended, and therefore, authorisation to undertake the listed activities must be sought via the respective Scoping and Environmental Impact Reporting (S&EIR) process. The following listed activities are triggered, subject to confirmation from the DFFE:
NEMA EIA Regulations: GNR 983 (as amended): Activity 9, 11, 12, 13, 14, 16, 17, 18, 19A, 25 and 56;
NEMA EIA Regulations: GNR 984 (as amended): Activity 2, 3, 4, 6, 15, 25, 26 and 27; and
NEMA EIA Regulations: GNR 985 (as amended): Activity 2, 3, 4, 10, 12, 14 and 15.
 
REGISTRATION
WSP Group Africa (Pty) Ltd (WSP) has been appointed as the independent Environmental Assessment Practitioner (EAP) by the Proponent, to manage the S&EIR process. Parties wishing to formally register as stakeholders in order to offer their comment on the proposed project are requested to forward their full contact details to the EAP at the details provided below, and disclose their direct and/or indirect business, financial, personal or other interest in the project. Registered stakeholders will be forwarded all future correspondence and notified individually of additional opportunities to participate in the
process.

DRAFT SCOPING REPORT REVIEW AND PUBLIC MEETINGS
The Draft Scoping Report (DSR) is available for public review and comment from 01 April 2026 to 05 May 2026. The report will be available for download from the links and QR codes below. Printed copies of the DSR will be available for review at the following venues:

The Cape St Francis Civic Organisation joined the Thyspunt Alliance once again and take part in the Environmental Impact Assessment (EIA) process for the proposed Nuclear Power Station at Thyspunt.  We  encourage individuals to sign up too.

Trudi Malan, Co Ordinator for the Thyspunt Alliance wrote the letter below:--

After nearly a decade of reprieve, the process has restarted and it is time for us, as a community, to prepare to take up the cause again.
We do so with deep respect for those who came before us. The work of the Thyspunt Alliance has always stood on the shoulders of giants, and over the many years that this process has unfolded, we have sadly lost a number of those “big trees” whose wisdom, integrity, and commitment shaped the Alliance and its impact.
Others who played a pivotal role have now retired—sometimes more than once (think Hilton Thorpe and Chris Barrett)—after giving generously of their time, expertise, and energy.
As we look ahead, we recognise that new voices, skills, and energy are needed. We will need new boots on the ground to step into the large shoes left behind by those who previously climbed this Goliath of a mountain. At the same time, the continued financial support of the community remains essential to ensure that our participation is informed, credible, and effective.
The Thyspunt Alliance exists to provide meaningful, evidence-based input into the EIA process, grounded in sound science and guided by legal requirements. By coming together once again—whether through active participation, professional expertise, or financial contribution—we can help ensure that this process is approached responsibly, transparently, and in the public interest.
We invite you to stand with us, to contribute in whatever way you can, and to help shape the next chapter of the Thyspunt Alliance.
The Thyspunt Alliance is an alliance formed to support constructive participation in the Environmental Impact Assessment (EIA) process for the proposed Nuclear Power Station at Thyspunt. The Alliance provides a platform for interested and affected parties to engage meaningfully in the process, share information, and contribute informed input aimed at ensuring that environmental, social, and technical considerations are properly considered.
The Thyspunt Alliance Fund is a registered non-profit company established to support the work of the Thyspunt Alliance. Its role is to raise and manage funds in a transparent and responsible manner, enabling the Alliance to obtain independent legal advice, scientific input, and specialist reviews where needed during the EIA process.
Together, the Alliance and the Fund help ensure that participation in the EIA process is informed, balanced, and supported by credible expertise, contributing to a fair and robust decision-making process.
